Who may deliver a TRI course and conduct a TRI Assessment of Competence
Scope: UK CAA application of Part-FCL (Subparts J and K), with practical guidance from CAA Standards Document 43 (TRI/SFI course providers) and Standards Document 24(A) Appendix 10 (examiner (a)(5) privileges). Aeroplane / MPA focus.
Important: Always verify against the current UK Aircrew Regulation (Part-FCL), the examiner’s licensing certificate privileges, and the latest CAA standards documents. 1. Who may deliver a TRI course

2. Who may run an initial TRI Assessment of Competence (issue)
The initial TRI AoC (FCL.935 / FCL.935.TRI) is an examiner event, not a course-tutor event.

| Vested interest (critical for initial issue) | An examiner shall not conduct an AoC for the issue of an instructor certificate to an applicant to whom they have provided flight instruction during the instructor course (FCL.1005 / SD43 4.2.3). Course tutors who taught the candidate on the TRI course therefore cannot be the initial AoC examiner for that candidate. |

On successful completion (and with required evidence), the examiner endorses the licence / licensing certificate as applicable.
3. Who may run a TRI AoC for revalidation (or renewal)

Practical takeaway: Initial and revalidation TRI AoCs are both run by a TRE with (a)(5) (meeting the 3-year + specific-training conditions). The main extra constraint on initial issue is the no-self-examining rule after providing flight instruction on that candidate’s instructor course.
